@JoyLucien Hi Joy. Yes, from the same game installation, i can load addons from both my DLC folder and also from the standard dlcpacks folder in the mods folder.
I also did a clean install on a laptop without issues loading from DLC folder. I was actually hoping it would not work - that would have allowed me to troubleshoot. I can't troubleshoot my own game because nothing is broken. lol.
Possible variables - most have been eliminated:
Game platform (Steam, Epic, RGL)
Game version (old to current)
Installed Asi/Scripts (conflicts?)
Windows? Path command? Can it be a path issue?
Open IV version
Open IV settings and configuration
GTA V game settings and configuration

@InfiniteQuestion The video was done with the DLC folder located in the root folder. You requested this yourself:
"If the mod does work on vanilla install outside of mods folder in root, then he needs to post a video proving it."

Contrary to the continued attacks here by some user named @InfiniteQuestion
1. I'm not using "symlinks" setup. Yes I've used symbolic links in the past. I use them for my Scripts folder. I also use them for Stable Diffusion Generative AI, but I'm not currently using them for DLC - so he is being deceptive.
2. I did not fix the tool based on his toxic comments, I just broke the tool into 2 parts with much clearer instructions.
3. He does indeed have a competing tool which he uploaded hours after mine. His attacks are just a fit of jealousy.
4. He screams like a little girl that I haven't put up video proof. Well video proof can easily be faked but Youtube time stamps can't be faked so here is the proof. A video from over 3 years ago clearly showing my dlcpacks in a folder called DLC:

Now the best part. A symbolic link is displayed in windows as a shortcut which this clearly isn't. You can see this in the video, IT IS NOT A SYMBOLIC LINK, it is a regular folder.
Although I've reported this individual, he continues to crap all over this thread. What a joke.
As mentioned, in the description:
Tool 1, standard dlcpacks approach, works across all versions and platforms of GTA V Legacy.
Tool 2, moving addons outside of the mods folders, does not appear to work for many users. Reason unknown.
@JoyLucien If isn't Steam and it isn't OpenIV, then all i can think of are 2 possibilities:
1. I have something installed which allows this my game to relocate DLC (extremely unlikely)
2. I have not installed something (asi?) that is blocking this functionality for other users (possible).
I also changed my config of OpenIV including the xml config files and there is nothing i found regarding this issue.
@JoyLucien Thanks for the help. This is a mystery. The timestamp on my OpenIV.asi is 12/27/2020.
The version of OpenIV.exe is 4.1.0.1502 and product version4.1.0.0.
Any chance you could ask your friend to share the log contents for at least one failed item?
That might give us the reason why it is failing on Steam and perhaps it is NOT related to OpenIV but something in my specific Steam setup. A sample in my log looks like this:

@JoyLucien I had a noob troll posting false information that it was impossible to load DLC outside of the update folder.
Well here's proof from this video, done about 3 years ago, that clearly shows i was using the DLC folder in the root. Again this is with Steam, and only applies to Tool 2, and works for all versions tested since 2372.
Although it is possible that I have a time machine and went back in time as part of monumental hoax?

@JoyLucien Hey Joy. Your xml and path are correct. So for Tool 2 exclusively, this seems to indicate that Epic won't work, RSG we don't know, and Steam does work.
What bothers me as well. I have only been able to identify 2 possible variables, but only one would make sense:
1. The game platform (Steam, Epic, RGL): this shouldn't be an issue, in theory ofc, because of the loading process:
- Everyone uses same version of dinput8.dll (except for some idiots) which hasn't changed since 2015.
2. The addon loader: OpenIV.asi
- Everyone uses same version of openiv.asi which is loaded by dinput8.dll and then loads the addons. Right?
Well maybe the answer is NO! Here is the fun part. There are more than one versions of OpenIV.
Back in what I think was March 2023 the OpenIV site mysteriously was no longer available. At that time I was doing some testing to help others and found the rare offline version of OpenIV. My testing concluded it was not the same as the online version. Many newer users are definitely using this offline version because the online version was no longer available except on sketchy sites.
Can you confirm which version of OpenIV you're using, and also if you have any other insights as to why this might work on Steam and not on Epic, please comment. This is indeed a mystery. I need to examine my game more closely also to see if it is a patch that broke the game - one that I might not be loading.
